WCC, Culture and Recreation Division files
Descriptive Data
Archives Identifier00444Date Range1924-2000DescriptionThis series contains the Culture and Recreation Division files that were part of the classification system introduced in 1993.
In 1947 a subject based filing system was established by the Parks and Reserves Department (known as the Parks and Recreation Department from 1978). Following restructuring in 1991 the Culture & Recreation Division was established. At this point closed files no longer in use were transferred to storage (these retain the original classification and can be found in series 00004). Files that were still active were retained for use by the new Division and then in 1993 a new coding system was applied. This retained the basic structure of the previous classification system but removed and replaced many of the original sub-series with new ones. Because of this, some files had to be re-numbered and others did not.
The records of the Culture and Recreation Division (under various names) reflect the important role the department has played in the Wellington City Council since its inception. It manages over 100 parks and reserves, which gives it major significance in terms of asset and land management within the wider council sphere. It also has responsibility for over 400 hectares of Town Belt land which has existed as such since 1839.
The Culture and Recreation division also plays a significant social function within the community with its organisation of recreation programmes and arts festivals, as well as the provision of grounds and recreation facilities for resident’s recreation needs. Files contain evidence of operational, legislative, financial, and administrative actions of the Culture and Recreation Division and its predecessor agencies. They also document interactions with the wider community, which was significant as the division controlled community spaces and programmes.
The file system consists of the following sub-series: 1/- Administrative/miscellaneous files 2/- Staff files 3/- Planning and Policy files 4/- Recreation 5/- Town belt 6/- Road reserves and Parks 7/- WCC Nurseries 8/- Beaches and Bays 9/- Childrens Play areas 10/- Croquet Clubs 11/- Golf Links 12/- Tennis Clubs 13/- Bowls Clubs 14/- Art, Culture and Recreations Centres 15/- Cemeteries 16/- Swimming Pools 17/- Sculpture and Landscaping 18/- Policy 19/- Maritime and Marinas 20/- Not Used 21/- Sport parks 22/- Tip sites 23/- Gardens, Parks and Reserves 24/- Compliance/subdivision
Correspondence files may cover multiple parts. Large format plans and aerial photographs are usually kept in a ‘plan’ folder separate from the correspondence they relate to. For example we have the following files for the Red Rocks Reserve area: 23/132/1 Pt 3 - Red Rocks Reserve 23/132/1 Pt 4 - Red Rocks Reserve 23/132/1 Pt 5 - Red Rocks Reserve 23/132/1 – Plans, Red Rocks As a large number of files, previously part of the Parts and Recreation series, were renumbered when this series was created, the earlier parts of the correspondence files can usually be found in series 00004. For example the following are all in series 00444: 21/20/1 Pt 2 - Anderson Park, General 21/20/1 Pt 3 - Anderson Park, General 21/20/1 Pt 4 - Anderson Park, General The first part of this file can be found in series 00004 as: 20/1 Pt 1 - Anderson Park, General Prior to 1989 marinas and most of the maritime related areas covered by the 19/- files were controlled by the Wellington Harbour Board.
