In 1947 a subject based filing system was established by the Parks and Reserves Department (known as the Parks and Recreation Department from 1978). Following restructuring in 1991 the Culture & Recreation Division was established. At this point closed files no longer in use were transferred to storage (these retain the original classification and can be found in series 00004). Files that were still active were retained for use by the new Division and then in 1993 a new coding system was applied. This retained the basic structure of the previous classification system but removed and replaced many of the original sub-series with new ones. Because of this, some files had to be re-numbered and others did not.

The records of the Culture and Recreation Division (under various names) reflect the important role the department has played in the Wellington City Council since its inception. It manages over 100 parks and reserves, which gives it major significance in terms of asset and land management within the wider council sphere. It also has responsibility for over 400 hectares of Town Belt land which has existed as such since 1839.

The Culture and Recreation division also plays a significant social function within the community with its organisation of recreation programmes and arts festivals, as well as the provision of grounds and recreation facilities for resident’s recreation needs. Files contain evidence of operational, legislative, financial, and administrative actions of the Culture and Recreation Division and its predecessor agencies. They also document interactions with the wider community, which was significant as the division controlled community spaces and programmes.

Correspondence files may cover multiple parts. Large format plans and aerial photographs are usually kept in a ‘plan’ folder separate from the correspondence they relate to.
